Supervisory Business Opportunity Specialist

Ensures that the Office of Business Development's strategic plan, mission, vision and values are communicated to the team and integrated into the team's objectives and work. Reviews all recommendations from staff regarding appropriate action on initial and continuing eligibility actions for 8(a) program participation and provide recommendations for continuing eligibility, application approval/denial. Assists in developing policies and plans for strengthening the Agency's 8(a) Business Development program and for ways and means to target Federal procurement dollars to flow to 8(a) firms. Works directly with the Office of General Counsel to assure all recommendations on 8(a) initial applications, continuing eligibility reviews and graduation/termination/suspension/voluntary withdrawals/change of ownership are legally appropriate and in accordance with statutory, regulatory and policy requirements. Implements outreach efforts to promote an appropriate geographical and industrial mix of participants in the composition of the 8(a) portfolio. Conducts and/or participates in seminars, conferences and workshops providing leadership and advice eliciting support and participation of SBA offices, other Federal agencies, private sector businesses and organizations for the benefit and participation of small and disadvantaged firms in the 8(a) program. Serves as an Agency expert witness in civil, criminal and administrative proceedings involving program eligibility issues. GS-14:
One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector that includes the review and analysis of certification criteria, conducting eligibility reviews, business processes or operations related to such reviews and legal requirements of due process within a complex organization structure and program. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
